This section just gives a name to the group of rules that follow it. It says these rules can be called the "rules of evidence" for short.

There's nothing here that affects how a case is handled. It's simply a label so that judges, lawyers, and other people can refer to this set of rules easily when they talk about them or cite them in court documents.
