Rule 651 Limitations on Judicial Service

A district judge who has general jurisdiction cannot also work as a municipal court judge while holding that district judge position. The state wants to keep these two roles separate so a judge doesn't hold both jobs at the same time.

There's one exception to this rule. If a judge is only filling in temporarily as a municipal court judge (called serving "pro tempore" under Kansas law), this rule doesn't stop them. So a district judge can still step in to cover a municipal court on a short-term, fill-in basis without breaking this rule.
