37 Submission

Once all the briefs in an appeal are turned in, or once the deadline for filing them passes, the case is ready for the court to make its decision. It doesn't matter if someone still has time left on the clock. As soon as both things happen (all briefs are in, or the deadline passes), the appeal moves forward for the judges to review.

After this point, the court will not look at any new documents that someone tries to file, unless a specific rule allows it or the court gives special permission. This means once your appeal is submitted, you generally cannot add more paperwork or arguments unless you have a valid reason and the court agrees to accept it. The rule keeps the process moving and prevents delays from last minute filings.
