XIX App. A R. 10 Completing deliberations

If a member of a board panel can't finish reviewing a case because they died, became disabled, or got suspended from practicing law, the rest of the panel members don't have to start over. They can keep working together and finish making their decision without that person.

This rule exists so that cases don't get stuck or delayed just because something happens to one panel member after arguments have already been heard. It lets the process move forward and reach a final decision, even if the panel isn't at full strength anymore.
