Art. 1129 Proof of law

When someone gives up a child for adoption (called a surrender) or gives consent for an adoption in another state, and they later want a Louisiana court to say that document is valid, they have to do more than just hand it over. They need to show the court proof of what that other state's laws actually require for this kind of document to be valid.

This means proving what rules the other state has about how the surrender or consent paper must be written and what it must include. It also means showing what legal power that paper has once it's properly signed and completed under that state's laws. Without this proof, a Louisiana court has no way to know if the document truly meets the other state's legal standards.

In simple terms, if you want a Louisiana court to accept an adoption-related document from another state, you must bring in real evidence of that state's laws. You cannot just assume the court will treat it as valid. You have to back it up with actual proof of what the other state requires.
