Art. 1672 Severability and construction

If part of this agreement between states gets struck down or found illegal, the rest of the agreement still stands and stays in effect. Courts cannot throw out the whole compact just because one piece of it has a problem. Each part is treated as separate from the others.

Courts are also told to read this compact in a broad, flexible way. Instead of nitpicking the exact wording, judges should focus on what the compact is trying to accomplish and interpret it in a way that supports those goals. This means the compact should be given a fair chance to work as intended, rather than being picked apart on technicalities.
