Art. 410 Recording of proceedings

Every juvenile court hearing must be recorded, with one exception: cases involving traffic violations under Title IX don't need to be recorded.

This means that if a child goes through the juvenile justice system, there will be an official record of what happens in court. This recording protects everyone involved. If someone later needs to appeal a decision or check what was said during a hearing, the recording provides proof of what actually occurred.
