A. In order to determine the effectiveness of the program, the Louisiana Commission on Law Enforcement and Administration of Criminal Justice shall develop and implement a monitoring and evaluation program subject to state funding.
B. The commission may also develop and implement a monitoring and evaluation program for all parishes with truancy assessment service centers subject to state funding.

This rule sets up a way to check whether truancy assessment centers are actually working. The Louisiana Commission on Law Enforcement and Administration of Criminal Justice is put in charge of building a system to monitor and evaluate these programs, but only if the state provides funding for it.
The commission also has the option to expand this monitoring to every parish that has a truancy assessment service center, again depending on whether money is available from the state. In short, this rule does not guarantee monitoring will happen everywhere. It just gives the commission the authority to track how well these programs work, as long as the state pays for it.
