These routine tasks are called "ministerial duties." They are the basic, required jobs the sheriff's office is supposed to carry out, like delivering legal papers or carrying out a court order. If the sheriff or their staff drops the ball on one of these tasks, a judge can punish them for contempt, the same way a judge might punish anyone else who disobeys a court order or disrupts the legal process.

This rule exists to make sure court orders actually get carried out. Courts depend on sheriffs and their staff to handle many practical steps in a case, like serving documents or enforcing judgments. If those duties get ignored, the whole case can get stuck, so this rule gives judges a way to hold people accountable when that happens.
