Here's what this rule means: a judge can keep handling a case and making decisions even if there's a valid reason someone could ask them to step aside. The judge doesn't lose their authority automatically just because a conflict or bias might exist. They only have to stop acting on the case once someone actually files a formal request asking them to be removed, or once they are officially recused.
Once a motion to recuse gets filed, another judge gets assigned to review that request. That new judge also has full power to make decisions on the case while the recusal request is being decided. This keeps the case moving forward instead of stalling out while everyone waits to find out if the original judge will stay on or be replaced.
In short, this rule prevents delays. It means a case doesn't freeze up just because someone raises a concern about the judge. Judges keep doing their job until there's an actual ruling that changes who is in charge of the case.
