Rule Text
(a) When a curator successfully locates a missing or absent parent and is provided with an address for the absent parent, the curator shall send the appropriate notice of the surrender or adoption proceedings to the absent parent as is required by law.
(b) Fees may be assessed by the clerk of court in adoption proceedings as provided by law.

When a parent can't be found for an adoption or surrender case, the court appoints someone called a curator ad hoc to try to locate that missing parent. If the curator succeeds in finding the parent and gets a valid address, the curator must send that parent proper legal notice about the adoption or surrender proceedings. This gives the missing parent a chance to know what's happening and respond if they want to.
The clerk of court can also charge fees connected to adoption cases, as allowed under the law. These fees help cover the costs of the process, including the work the curator does to locate the missing parent.
