Rule 9.20 Appeals to the District Court

If you want to appeal a decision to the district court, your case will be assigned to a judge at random. You don't get to pick which judge hears your appeal, and neither does the other side. The court uses a random process to decide this.

This system keeps things fair. It stops people from trying to steer their case toward a judge they think might favor them. Every appeal that comes into the district court goes through this same random assignment process, so everyone gets treated the same way.
