Rule 9.3 Allotment; Signing of Pleadings in Allotted or Non-Allotted Cases

When you file a case in a Louisiana district court, it gets randomly assigned to a specific judge or division. This happens automatically before any judge looks at your paperwork, and it's done to keep the process fair so people can't pick which judge handles their case.

Each court has its own local list, called Appendix 9.3, that spells out exactly how this random assignment works in that district. This appendix also lists certain types of requests that skip the normal assignment process. Some matters go straight to whichever judge is on duty that day, or to any judge who's allowed to handle that kind of request, instead of waiting for the case's assigned judge.

The rule also covers situations where a case has already been assigned to a specific judge, but a particular pleading in that case can still go to the duty judge or another authorized judge for a signature. This is often done for things that need quick attention, like emergency orders, when the case's regular judge isn't available. The goal is to keep things moving without giving anyone a chance to shop for a favorable judge.
