XXIII § 1 Authorization.

This rule sets up the basic authority for how judges are investigated and disciplined in Louisiana. The state constitution creates a group called the Judiciary Commission, and it gives the Louisiana Supreme Court the power to make rules for how that commission operates.

This particular rule explains that all the procedures that follow apply to any complaint made against a judge, any inquiry into that complaint, any investigation, and any hearing or proceeding that happens because of it. In short, it tells everyone involved (judges, people filing complaints, and commission members) that these are the official ground rules the process must follow from start to finish.
