Rule 10.21 Meeting - Majority Concurrence

Here's a plain English summary of this rule:

A commission can only make decisions during an official meeting that was properly scheduled and announced under Rule 10.22. It cannot make binding decisions informally, through side conversations, or outside of a real meeting.

The rule also requires that more than half of the commission's members agree before any action is official. A small group or a single member cannot make a decision on behalf of the whole commission. The majority must actually vote in favor of it during the meeting for it to count.
