Former Rule 15 was added December 3, 1986, effective January 1, 2987; implementation was stayed until July 1, 1988 by order of November 12, 1987. On January 22, 1988, new Rule 15 was adopted, effective July 1, 1988.
The repealed rule, which pertained to sources of funding, and the establishment of fees, was adopted December 3, 1986, effective January 1, 1987.
