Rule 7.04 Vacancies

When a spot on the Board of Governors opens up before the term is finished, the Board gets to choose someone to fill that spot for the rest of the term. That person must come from the same district where the vacancy happened. This keeps every district fairly represented, even when someone leaves early.

There's one special case. If the vacancy involves the young lawyers representative position, the Board can hand off the decision to the Young Lawyers Section instead of filling it themselves. This makes sense because that group is in the best position to know who should represent young lawyers on the Board.

The only exception to these rules is if Rule 7.05 says something different. In that case, Rule 7.05 would take priority over what's described here.
