Here's a plain English summary of this rule:
If a lawyer from another country wants to become a licensed foreign legal consultant in Missouri, they normally have to meet all the requirements listed in Rules 9.05 through 9.12. But sometimes following these rules exactly is very hard through no fault of the applicant. Maybe they can't get certain documents from their home country, or their situation just doesn't fit the usual mold.
When this happens, the board that oversees these applications can make an exception. They can waive certain requirements or change how the rules apply to that person's case. Instead of the usual proof, the board can accept other evidence they think makes sense given the applicant's circumstances.
This rule basically gives the board some flexibility. It means someone won't automatically be turned down just because they can't check every box in the normal process, as long as they can show the problem is genuinely beyond their control and not something they could have avoided.
