If you lose a small claims case in justice court and want to appeal, you have to file a notice of appeal with the same justice court that heard your case. This notice needs to include two things: a short explanation of why you're appealing, and a statement showing you understand you'll need to post an appeal bond.
The appeal bond is covered under a different rule, Rule 100, but this rule makes sure you acknowledge that requirement upfront when you file your notice. Keep in mind that you don't need to write a long legal explanation for your appeal. You just need to briefly state your reasons for disagreeing with the court's decision.
This rule is really about making sure your paperwork is complete before your appeal can move forward. If you leave out the brief statement or don't acknowledge the bond requirement, your notice of appeal may not meet the court's requirements.
