If you want a court reporter to make an official written record of what happens during the trial, you have to arrange and pay for it yourself. The court will not automatically provide this service or cover the cost.
This means testimony given during the trial will not be recorded or transcribed unless someone involved in the case pays for a reporter to be there. If you think you might need a written transcript later, for example to appeal the decision or review what a witness said, you should plan ahead and hire a court reporter before the trial starts.
Keep in mind that if no one pays for a reporter, there will be no official record of the testimony. This could make it harder to challenge what happened at trial later on, since there won't be a transcript to point to.
