Only certain people are allowed to bring cameras into the courtroom to record or take pictures. This means news reporters who have been picked ahead of time can operate cameras, but random members of the public or other reporters cannot.
The people allowed to run cameras are chosen in one of two ways. Either the court picks them directly, or a "pool coordinator" selects them following the process laid out in these rules. This system exists so that courtrooms do not get crowded with multiple camera crews, while still allowing news coverage of court proceedings to happen in an organized way.
If you are a reporter wanting to film or photograph a court hearing, you need to work through the pool coordinator or get approval from the court itself. Showing up with a camera without going through this process will not be allowed.
