If you apply to become a lawyer in Nevada and you're turned down because you don't meet the character requirements, and that denial is "with prejudice," you cannot apply again. This is a one-time, final decision. There's no second chance to reapply later, even if you think your situation has changed.
This means the character review process is serious business. If the board finds a serious enough problem with your background or conduct and denies your application on that basis, with prejudice, that decision closes the door for good. You would not be allowed to submit a new application down the road, no matter how much time has passed.
