Rule 4:2-2 Commencement of Action

Filing a complaint with the court is how you start a civil lawsuit in New Jersey. The complaint is a written document that explains your legal claims against another person or business.

Until you file that complaint, your case does not officially exist in the court's eyes. No other step, like sending a letter to the other party or talking to a lawyer, counts as starting your case.
