Rule 70: Authority; The Board of Bar Examiners

(a) Authority. These rules are promulgated pursuant to Article IV, Section 9 of the Constitution of the Northern Mariana Islands.
(b) Scope. These rules govern the admission into the Commonwealth Bar Association and supersede any conflicting rules. These rules shall become effective on August 1, 2011 and shall have no retroactive effect.
(c) Forms. All forms referenced herein refer to the forms contained within the Appendix of Forms. Unless otherwise noted, all forms contained in the Appendix of Forms are maintained by the Commonwealth Supreme Court and may be modified by the Court at any time without notice.
(d) Definitions. The following definitions apply throughout these rules unless the context clearly indicates otherwise:
(1) “Applicant” means a person who has applied for admission by either the Bar Examination under Rule 72-1 or the Attorney’s Exam under Rule 72-2.
(2) “Bar Examination” means the National Conference of Bar Examiners Bar and the Local Content Essays administered in tandem and does not include the Multistate Professional Responsibility Examination.
(3) “LCE” means the local content essay questions prepared by the Board.
(4) “NCBE Bar” means the bar exam prepared by the National Conference of Bar Examiners (“NCBE”), including the Uniform Bar Exam, Next Generation Uniform Bar Exam, and any successor exams.
