Rule 59 Title

This rule simply gives an official name to the entire set of rules that govern how criminal cases are handled in the Commonwealth. They are called the Commonwealth Rules of Criminal Procedure, and people can refer to them using the short form "Com.R.Cr.P." when writing or talking about them.

Think of this as the naming rule for the whole rulebook. It does not create any new legal requirements or change how a case is handled. It just tells judges, lawyers, and anyone else looking at these rules what to call them so everyone is on the same page when referencing them in court documents or discussions.
