Rule 3 Commencement of Action

An action is commenced when a citation is E-filed. Where applicable, an action may be commenced pursuant to Rule 4(b). A notice of violation is issued when a citation is delivered to the violating party or affixed conspicuously to the vehicle. All pending cases governed by these rules shall be E-filed as of the effective date of these rules.
