Sec 1.2 Implied Exceptions Negated

Just because a specific type of misconduct isn't listed in these rules doesn't mean it's allowed. The list of things that can get a lawyer disciplined is not the complete list. There could be other types of bad conduct that aren't written down anywhere in these rules, but that doesn't make them acceptable.

In simple terms, the court is saying it won't let lawyers off the hook just because their bad behavior isn't spelled out word for word in the rules. If a lawyer does something wrong that isn't specifically mentioned, the court can still take action against them. The list of examples is meant to give guidance, not to limit what counts as misconduct.
