This bylaw says the Oklahoma Bar Association can support an idea for improving the law without approving every detail of it. If someone suggests a change to how courts work (procedure) or a change to the actual laws themselves (substance), the bar association has the option to back the general idea behind that proposal.
This means the bar association doesn't have to wait until a proposal is fully written out or perfected before saying it supports the concept. They can give a nod of approval to the general direction of an idea, even if the specific wording or details still need work. This gives the association flexibility to encourage good ideas for legal reform early on, before all the exact language gets figured out.
