These rules can be changed, but only in certain ways. The Oklahoma Supreme Court has the power to update or modify the rules on its own, without anyone asking it to.
Changes can also come from within the bar association itself. If most of the Board of Governors agrees, or if most of the House of Delegates agrees during a regular meeting, they can recommend a change. But that recommendation still has to go to the Supreme Court, and the Court must approve it before it becomes official.
In short, no matter where a proposed change starts, the Supreme Court always has the final say on whether it happens.
