Art XVIII Sec. 3 Vacancy of Position

When a spot on a committee opens up, the person or group who normally makes that appointment has 60 days to fill it with someone new. This keeps committees running with a full team in place.

If 60 days pass and the position is still empty, the Chief Justice of the Oklahoma Supreme Court steps in. The Chief Justice will pick a qualified person to fill the seat. That person serves either until the original appointing official or group names someone, or until the term simply runs out, whichever happens first.

This rule basically makes sure no committee seat stays empty for too long. It gives the regular appointing authority a fair chance to act, but it also creates a backup plan so the committee's work isn't held up if that authority doesn't move fast enough.
