If someone else has a stake in why a prisoner is being held, that person has to be told before the prisoner can be let go. The court can't just release someone without giving notice first if another party has a legal interest in the case.

This matters most in situations where the detention connects to a dispute between people, not just a criminal case. For example, if someone is held because of a civil matter or a claim another person brought against them, that other person counts as an interested party. The court has to notify them before the prisoner walks free, so they get a chance to respond or protect their side of the case.

This rule protects people who might be affected by a release they don't know about. It stops the court from letting someone go in secret when another person has a real reason to be part of that decision.
