§ 1454 When peremptory writ to issue.

If someone has a clear legal duty to do something, and there's no good reason they could give for not doing it, a judge can skip straight to ordering them to do it right away. This is called a "peremptory writ." It happens when the case is obvious and there's really nothing left to argue about.

In most other situations, though, the court has to start with an "alternative writ" first. This gives the other person a chance to either do what's being asked or come to court and explain why they shouldn't have to. Only after that step, if there's still a dispute, does the court move forward with a final order.

Basically, this rule decides whether someone gets an immediate court order or gets a chance to respond first. It depends on how clear-cut the situation is. If the facts are obvious and undeniable, the process moves faster. If there's room for a real dispute, the person gets a chance to explain their side before the court forces them to act.
