When someone files a lawsuit in the correct county, the court can send a summons to defendants who live in a different county. As long as the lawsuit itself was filed in the right county to begin with, the court can still reach defendants elsewhere in the state. The plaintiff controls this process by requesting that the summons go out to the other county or counties where defendants can be found.
