When a case has more than one arbitrator, decisions are made by majority vote. This means if there are three arbitrators, at least two of them need to agree before a decision counts.

Even though decisions are made by majority vote, all of the arbitrators still have to take part in the hearing itself. They can't split up the work or let just one or two of them handle the hearing while the others sit it out. Everyone assigned to the case needs to be present and involved when evidence is presented and testimony is heard.

This rule makes sure that every arbitrator hears the same information before voting on the outcome. It keeps the process fair by requiring full participation, even though the final decision only needs majority agreement rather than a unanimous one.
