§ 2601 General rule of competency.

Anyone can testify as a witness in court. This is the basic starting point for who is allowed to give testimony in a case.

There are some exceptions written elsewhere in the law that can stop certain people from testifying, or limit what they can testify about. But unless one of those specific exceptions applies, a person cannot be blocked from being a witness just because of their age, background, relationship to the case, or similar reasons.

In short, being allowed to testify is the normal rule. Keeping someone off the witness stand is the exception, and it only happens when another specific law says so.
