Rule 6 Surplus Funds

Starting January 1, 1977, extra money sitting in the court fund can no longer be labeled as "surplus" cash under the law. In the past, leftover money that hadn't been claimed or set aside for a specific purpose might have been treated as surplus funds. That is no longer allowed.

Instead, all court expenses now have to be paid using the money the fund currently earns. The court can't rely on old leftover balances to cover costs. Each expense needs to come from the fund's current income, not from money that built up over time.
