Rule 1 Purpose and Authority of Rules

These rules explain how Oklahoma sets up and runs its court information system. This system is a network of technology and data services that helps courts, state agencies, and other government offices process information they need to operate.

The main goal is to create a consistent way to get and manage the equipment and services this system needs. This means the state follows the same basic process each time it buys technology or sets up services for the court system, instead of handling things differently case by case.

The rules also make clear that they don't take away any power the Oklahoma Supreme Court or its Chief Justice already has. If a specific situation comes up, the Supreme Court and Chief Justice can still act based on their own authority, even if that action goes beyond what these rules describe.
