§ 102 Proceedings if assembly does not disperse - Commanding aid of others.

If a crowd gathers illegally and refuses to break up after being told to leave, the law gives officers and magistrates the power to start making arrests. They don't have to wait around or ask again. Once the warning is given and people don't leave, officers can take action right away so those involved can face legal punishment.

The rule also gives officers backup power. They can call on any person nearby, or really anyone in the county, to help them make these arrests. This means officers aren't limited to just their own force. If they need more hands to control the situation and arrest people, they have the legal right to ask ordinary citizens for help on the spot.
