§ 1145.3 Definitions.

This rule explains some basic terms used when one state wants to bring back a person accused of a crime in that state, while the person is currently in Oklahoma or another state.

The "asylum state" is the state where the accused person is currently located. The "demanding state" is the state (other than Oklahoma) that has filed criminal charges against the person and wants them sent back to face those charges.

The rule also defines "prosecuting attorney" as the government lawyer, whether county, state, or federal, who handles the criminal charges in the place where they were filed. "Jurisdiction" simply means the area, like a county, state, or district, where that prosecuting attorney has authority to act.

These definitions set the stage for understanding the rest of the rules about moving accused people between states, often called extradition.
