This rule number no longer has any content in it. Oklahoma lawmakers moved the text that used to be here to a different part of the state law books. You can now find that information in Title 19, Section 138.9.

This kind of change happens sometimes when the state legislature decides a law fits better in a different section or title. The actual rule wasn't deleted or canceled, it just got a new address in the law books starting July 1, 1992.
