If police have a warrant and want to enter a home to carry it out, they first have to knock and let the people inside know who they are and why they're there. If the people inside refuse to let them in after that, the officer is allowed to break open a door or window to get inside.

This means police can't force their way into a home right away, even with a warrant. They have to give the person a chance to open the door first. Only if that person says no, or refuses to answer, can the officer break in to carry out the warrant.
