§ 200 Arrest by bystander - Officer may take defendant before magistrate.

If a regular person (not a police officer) sees someone breaking the peace, like being in a fight or causing a public disturbance, that bystander can arrest the person and hand them over to a police officer. Once the officer has that person in custody, the officer can then take them before a judge or magistrate.

This rule gives ordinary citizens the power to step in and make an arrest when they witness someone disturbing the peace. It also makes clear what happens next: the officer who receives the arrested person from the bystander doesn't just let them go. Instead, the officer follows up by bringing that person before a magistrate, who can decide what happens next in the case.
