When a grand jury member finds out about a possible crime that happened in their area, they have to tell the rest of the jury about it. It doesn't matter if they saw it happen, heard about it, or just have good reason to think it happened. The important thing is they can't stay quiet about it.

Once the juror shares this information, the rest of the grand jury has to look into it. They can't just ignore what they've been told. This rule makes sure that grand jurors actively bring up possible crimes they know about, instead of waiting for someone else to raise the issue first. It puts a duty on each juror to speak up, and a duty on the whole group to follow through and investigate.
