When someone is charged with a crime, the official paperwork (called an indictment or information) has to spell things out clearly. It can't be vague or confusing.

There are three things this paperwork must make clear. First, it has to name exactly who is being charged. Second, it has to state exactly what crime they're accused of committing. Third, if there are specific details needed to show the crime actually happened (details that make it a complete crime under the law), those details have to be included too.

The point is to make sure the person charged knows exactly what they're accused of and why. This gives them a fair chance to defend themselves, since they can't build a defense against charges that are unclear or missing key facts.
