This rule no longer exists. Lawmakers removed it from the books, and the change took effect on July 1, 1999.

Before it was repealed, there was some back and forth about timing. A 1997 law originally set the repeal to take effect on July 1, 1998. But lawmakers later passed another law in 1998 that pushed that date back to July 1, 1999. So the rule stayed in effect a bit longer than first planned before it was finally taken off the books.
