Rule 2 Rule 2

This rule sets up a small group that gives advice on judicial ethics questions. The group can have up to five members, and those members must be retired judges. This includes retired justices, district judges, or associate judges. The Chief Justice picks who serves on this panel.

Each person on the panel serves for five years before their term ends. Once the panel members are chosen, they pick two leaders from among themselves: a chairperson and a vice-chairperson. These two leaders help run the panel's work.

For regular people, this rule mainly explains how the panel is put together and who can be part of it. It shows that experienced retired judges, not current judges or outside lawyers, are the ones trusted to answer ethics questions about how judges should behave.
