§ 136.851 [1971 c.565 §18 (136.851 enacted in lieu of 136.850); 1973 c.836 §253; renumbered 136.535]

This rule doesn't have any actual content to explain. What you're looking at is just the legislative history notes for a law, showing how it was created and changed over time. It tells us the rule was added in 1971, changed in 1973, and later given a new number: 136.535.

If you want to know what this rule actually says and how it affects a criminal case, you would need to look up ORS 136.535, since that's where the current version of this law lives. The number 136.851 is no longer where the actual rule can be found.

If you can share the text of ORS 136.535, I can give you a clear explanation of what it means and how it might apply to your situation.
