Rule 1 Scope and Title

These rules explain how Oregon handles complaints about judges who may have acted improperly. They come from state laws (ORS 1.410 to 1.480) and set up the process for the Commission on Judicial Fitness and Disability to review judges' conduct.

The rules apply anytime the Commission looks into a judge's behavior or fitness to serve. They also apply to judicial candidates, meaning people running for a judge position. If the Commission appoints a special person called a master to hold hearings and report back on what happened, that master must follow these same rules too.
