Rule 3 Officers of the Commission

Here's a plain English summary of this rule:

The Commission picks two people to lead it: a chairperson and a vice-chairperson. Both are elected to one-year terms, running on the calendar year.

The chairperson runs things day to day. If the chairperson can't be there for a meeting or task, the vice-chairperson steps in and takes over those duties.

This rule simply makes sure the Commission always has someone in charge, even if the top leader is unavailable at times.
