Rule 21.020 Local Rules of Court Not Permitted

Circuit courts in Oregon can't create their own local rules about how documents get filed or served electronically. This keeps the process the same across the state, so people don't have to learn different e-filing rules depending on which county they're in.

There are a few exceptions. Courts can still follow specific local rules if they're allowed under UTCR 4.090, 10.020, or 11.110, or if they come from an order issued by the Chief Justice. Outside of those exceptions, every circuit court has to follow the same statewide rules for e-filing and e-service.

For anyone filing a case, this means you can expect the same electronic filing process no matter which Oregon circuit court you're dealing with. You don't need to worry about a local court adding extra or different requirements on top of the standard statewide system.
